Yes. Your neck has muscles, too. Just like muscles elsewhere, they can get bigger through working them more. But you have to be very careful since you don't want to snap your neck or injure your windpipe.

You can build your neck muscles up by using a folded towel on the forehead, back of the head, and side of the head, by doing neck extensions against the resistance that you will apply on the towel.Also if you have a training partner he/she can apply the same resistance in the same way. If you can also buy a weight headstrap or make one of you own. And if you can make it to a gym, headstraps maybe available. Last, but not least, the 4-way neck extension machine! Using this machine your neck muscles will be Hooked!
