Because it was first considered an illegal drug that was not believe to have any medical benefit. And how we have demonized it so much that its hard for many people to see how it could be used for good.

Great question. Law enforcement usually is the only one against any sort of lowering marijuana restrictions.. I have researched this and the police force say they are there to enforce only and they don't make the laws. So why do they try to stop legislation. MN, my state is currently working on a medical marijuana law and the police are against it (surprise) stating they will have a hard time differentiating a cancer patient from a person just getting high. -There is no such evidence of this in any of the medical marijuana states.
