There's no legal way unless you make it for industrial or military purposes, I wouldn't recomend manufacturing any explosives out of your home unless you want to get rid of your house. My question, is why on Earth would you need something like that?

you cant leggaly own it you can make plastic explosives from many common materials. such as petrolium jelly, bleach , gas and styrafoam and much more you can find details online at other sites and remeber google is your freind.

Making C-4 is hard for me to describe, but go on google, look up the Terrorists Handbook. It is under high-order explosives, marked R.D.X. In order for it to be called "real" C-4, you must stabilize it(which makes it more powerful). All of this is explained in the Handbook. As for making it legally: don't get caught.
