Two outs, man on first, the count is 3-2. The runner is going on the next pitch. Can the pitcher try a pick-off in this situation?

He could, but it may not be advisable since most first basemaen will play off the bag and not hold the runner (unless ordered by the coach). It's the same as any other pitch. As long as the pitcher does not balk (usually a first base coach will remind the runner to make sure the pitcher has committed toward the plate before taking off).
