No. The new pitcher must face at least one batter. That means that the batter must reach base or be put out. The pitcher can then be replaced at anytime after that even in the middle of an at-bat. The only exception would be an injury which I guess could be faked, but why would you bring in a pitcher that you needed to have fake a injury to get him out of the game in the first place.
