you can't. Blueprints are the sole property of either the contractor/company if it's a company that builds a bunch of the same houses, or the owner of the home if it's a custom built home. Blueprints are not supposed to be shared with everyone because the engineers who design and draft them are paid big bucks to do that.

Depending on your local ordinances, blueprints are submitted for approval to local departments of housing and zoning. In my area of the US, we must submit plans and have governmental inspections for insulation, electrical, structural and plumbing. I suppose it is at the sole discretion of your local authorities as to how long they retain this information.
