It isn't really a cloak; it's fabric (almost always made from linen) coming down from the apex of the helmet. The reason it seems leafy is it's represented in a conventionalised form as if it has been slashed by swords on the battlefield (although in rare instances artists show it as uncut, something particularly done in representations of the arms of clergymen).
