Can an apartment complex charge a separate fee in order to guarantee parking for tenants?

    Depending on the laws of the state you're in, yes it can. Ive lived in two building where parking was extra - one was in Chicago, where there were more tenants than available parking spaces, and the other was in Los Angeles, where the management rented a separate lot to provide parking to those who wished to pay.
