these are drums or discs on the rear?
is it just one drum or both? or is it the parking brake?
Did you put it on a lift and take a look? we need some more info if you want help.
if it's a stuck drum you can break it free. just need a few screwdrivers or a drum brake puller.
did you change the rotors as well as the pads? if not did you turn down the rotors?

You're reading My father in law and I just replaced the brakes on his 2001 chevy blazer lt and now it hangs up on the rear brakes and will not let up.

Discs all the way around . and both back ARE sticking and we had the rotors turned. we did this on the ground and I checked the e brake and it is loose at rest but not sloppy lose. the e brake only goes down A little past half way.this is the second time the brakes have Ben changed on this blazer and the mic looks good 4 the rotors.
