Some VHS players will play both NTSC (US) and PAL (EU) videos - however not all do. If yours does you should be able to play the video, if it doesn't you can't. Check the instruction booklet for your VHS player - if it mentions PAL playback then you should be ok.

As mentioned in the answer, basically, no. I've brought a PAL/NTSC VCR so it will play an American tape. If you planning on moving from one country to another which has the different system, leave the VCR to a friend. VCr's are becoming throw-away items with DVD recorders so I would invest in one.
