Has it Been your Experience With Bureaucracies (Not Just Governmental Bureaucracies), -

-that Their Primary Purpose is to Perpetuate Themselves, Not Fulfill Their Reason for Existence?

    sometimes, yes....they seem to be self perpetuating and not fulfilling any reason for what they were originally designed for.

    Sadly yes... as you pretty much are 'in for life' & often an above average wage. I have heard that if a govt. worker for any reason is underperforming or strange or a dud or whatever, they are simply placed eleswhere... so the public are evermore dealing with bad attitudes, laziness, incompetence etc. Its often a 'cushy' job and the benefits are considerable to varying degrees. No offense to the ten or twenty percent that are doing a genuinely good job.
