Is there a way we can really create a colony on the moon?

The true answer is yes. All that is required is that we place some folks on the moon and leave them there. That would efine a colony for as long as they survive. Getting a self sustaining colony on the moon to survive, thrive and grow as an independant is yet another story. The first thing we need to do is create a viable self sustaining biosphere that they can live in. That technology has yet to be defined perfectly but once it is, the next step would be to transport all of it to the moon, build it, test is and then we can populate it. The endevour would cost millions.

Beyond doubt it can be done. The question is would it be worth the cost. Unless some reason why it would be militarily useful to have a base there is found it will not be done. It would probably be more useful to do space research in the zero gravity of a space station.
