    You can use your debit card to set up a PayPal account, especially if you want the funds transferred to your bank account.     On the Other: It Is Not Necessary

    You don't need any card to set up your PayPal account. You can use your routing number and account number from your bank account instead of using your debit card. You can also limit your shopping to sites that accept PayPal payments, so you don't ever have to transfer money out of PayPal.
