In recent years the Transportation Security Administration (TSA) has become increasingly stringent in regards to what is an acceptable carry-on item. Liquids in particular have been dealt a heavy hand with the passage of the 3-1-1 carry-on rule. The 3-1-1 rule requires you to carry liquids in a bottle no bigger than 3.4 ounces (100mls), that you carry no more than three bottles and that you store them in a 1-quart clear plastic zip-top bag.
Allowances are made for medications, baby formula and food, though they must be declared. Keep in mind, however, that the TSA reserves the right to toss what they feel doesn't meet their guidelines. The safest option when carrying water, or any other beverage onto a flight is to purchase it in the terminal after you have gone through baggage inspection and carry it on board. Items sold in the terminal have been pre-screened and approved by the TSA.
Water bottles are not prohibited per se, but anyone who brings one into the security area for baggage inspection runs the risk of losing it. Buy your bottled water in the terminal.
