Bylaws typically give the minimum number of participants who must be present to conduct business. This is used in many voting bodies to prevent small coalitions from pushing through policies in the absence of the whole group. Apparently in your HOA, not enough members are interested in the process to attend meetings. This is sometimes because they have no objections to the status quo. If this situation persists it might be necessary to amend the by-laws to reduce the number needed for a quorum so the routine HOA business can go on unhindered. This issue should be addressed by your board, meeting as a committee.
