    Because they itch. Go sit around bare assed for a day and see if yours doesn't.

    In some instances it is a flea triggering that action but the previous respondent is correct - it itches for one reason or another. Watch them for a while and they will groom each other and part of that activity has to do with the control of fleas and other insects that bother them.
