Do what the rest of us do who cant' afford lids - Aluminum foil

If it's a bit too small, I'd place a piece of aluminum foil on the pan first and then add the pan lid. That might take up some of the slack in the lid and keep in the steam and heat. If it's too large, try turning it upside down to make a better fit.

Get a 13" lid...

I use a pizza pan on my 12 inch skillet that never had a lid. If you need a tighter seal, fill a teapot or bowl with water and set it on top.

use one of your bigger lids.
