A microphone mixer is a device you use to adjust the acoustic properties of the audio passing through the microphone. This mixer may be software on a computer or a physical device sitting between the microphone and a speaker.
Mixing Basics
One of the main jobs of a mixer is to blend the separate elements of a performance so that no part of it is too loud or too quiet. This may be done live or in post-production if the performance has been recorded for later use.
Acoustic Properties
A mic mixer may be able to adjust the bass, treble and midtone of the audio passing through it. That can be a more subtle way of blending than simply adjusting volume.
Special Effects
A microphone mixer can also have acoustic presets to create things like an echo, a pitch shift (make a person's voice sound lower or higher) or reverberation.

Basic mixers have volume adjustment, a mute button and sometimes a signal booster.

A musical performance typically has multiple mixers that are collected into one area, sometimes called a rack, deck, or console.
