Just be honest with the employer. Have you ever had any experience dealing with the public? if you have mention this and then at least it shows you have had experience dealing with people, which you will be doing a lot of in a waitressing job.

Conduct yourself in a professional mannor. Dress well for the interview. Get the point across that you are reliable as well as agood learner, that you are willing to work hard and unlikely to complain, and that you will enjoy the work besides.

You could use non-work skills that you have gained to show your suitabilty for the job e.g. I have served for to guests at my Uncle Mike's wedding party, I have also cooked a meal for my family (say what meal it was) and I have worked in a charity shop and have gained a reputation for good customer service.

Look hot, but not slutty, good looking girls have more of a chance of being hired for a waitressing job. Restaurants like being known for their cute waitresses.

Tell the boss you will give him or her sexual favors if you get the job. Just kidding of course.. I couldn't help myself. Dress appropriately, don't let your boobs bound out of your sweater and make sure your knees are covered if you wear a skirt or dress. Make lots of eye contact during the interview. Speak slowly and thoughtfully, don't ramble on or use a lot of 'ums' and "uhs". Make sure your nails are well groomed, put lotion on your hands. No one wants ugly hands placing food in front of them. Make sure you hair isn't flying in your face, have it neatly clipped in barretts or pulled back, no one wants to find your hair on top of their lunch. Stress your good points like 1) Good attention to detail 2) Excellent memory 3) Gregarious and friendly nature 4) Flexibility, willingness to fill in during a busy time or employee illness 5) Cooperation, being able to get along with the cooks and other staff members.

There have been some excellent answers given already, you could also stress that you are willing to learn, this shows the employer you haven't learned any bad habits so they will be able to train you to meet their needs.
