I am not sure how two total strangers on a street stop and flirt with one another? In any case, my answer is no. I mean innocent flirting anywhere can happen, but on a public street is odd.

Absolutely. Whether it is a hair toss or a smile or even a wink. It is a way to express light interest. This is completely normal human behavior. We are, after all, a very promiscuous species.
