You can install the Sims 2 independently from the Sims 1. However, it's recommended that you install the expansion packs of the Sims 2 in the order in which they were released. Certain elements of the later expansions may draw on elements provided in earlier expansions, and installing them in order should eliminate the frustration of missing files.
On the Other: The Recommended Order is Not Required
Though it's highly recommended that you install the expansions in the order in which they were released, it is no required. If you must install one back before another, it is likely that your gameplay and installation will not be impeded.
Bottom Line
In order to fully enjoy the complete world of the Sims 2 with the lowest amount of frustration, you should fully install the expansion packs in the order they were distributed by the manufacturer; however, it is not absolutely required to do so.
