First off, are you cut or uncut? If you're uncut, or have a long foreskin for a circumcised male, this substance is likely to be smegma, which is secreted by the penis to keep the head moisturised and to smooth movement of the foreskin over the head. If allowed to build up at the base of the head, it takes on a 'cheesy' appearance and is quite pungently scented. Best thing to do is wash it off. It's a normal thing, and if that area is kept clean you'll have no problems.
