well I hope men don't shave there penis. There is no hair on a penis. Maybe you mean the pubic area above the penis. And really it doesn't matter if they do or don't.

I'd rather the hair was left above the penis (if that's what you meant), because all the hair gone can make the body look adolescent or disproportionate - to me, hair = masculine. And stubble in that area doesn't feel that nice to touch. However, I do like the feel/or the reaction a man has to my touching his shaved balls - the increased sensitivity he has there - but I don't think that shaving the entire pubic region increases sensitivity to all areas.
