The larynx (voice box) grows and alters in shape with that growth causing a deepening of pitch in the voice. A girls larynx does not grow to the same level that a boys does - which is why a boys voice will break but a girls will not.

during puberty the brain sends out chemicals called gonadatrophins these pass around the bloodstream and when they reach the testes this makes the testosterone flow. the testosterone makes the voice box change shape. in girls, when these goadatrophins reach the ovaries, they secrete oestrogen and when this reaches the brain the brain turns it into testosterone the small amount of testosterone this is why girls's voices usually deepen slightly during puberty.
