Because the engine hasn't "warmed up" yet, or there is too little water or anti-freeze in the radiator. Make sure it is full of water, and check the level of anti-freeze in it, to make certain that the water doesn't freeze inside the radiator during the cold weather. Have your service garage do a "clean and flush" of your entire radiator system, to correct any possible problems, and to simultaneously prevent new ones from happening. Maye your thermostat is broke, housing unit maybe needs to be changed, blockage of some sort, if it is only on the drivers side. Good luck with that.
