How is it that some people (mostly Conservatives) can claim that people choose to be poor when THIS is how the world really works? Is this how G.W. Bush created the prosperity of which they speak?

It's how they manage to rationalise their actions. Particularly those actions directed towards keeping poor folks poor.

No one directly chooses to be poor. However, choices made in life such as not finishing school, having children very early in life or too many children, etc., choices like that certainly increase your odds that you will struggle financially.
