The adult, the reason for age of consent is the law and society feel a child under that age can not make informed decisions. That why they cant vote, buy alcohol, smoke and numerous other things.

Below the age of consent means that when a child appears to consent to sex with an adult, they are actually under the influence of the adult, because they are not mentally capable of an informed consent. A child can be influenced by the actions of an adult just like you can be influenced by a gun, it just isn't as obvious. Example: When someone holds a gun to your head, and tells you to say "I do" is that you consenting?

The adult, of course. The child is not mentally capable of fully understanding what he/she is consenting to, nor of giving consent.

A child under the age of consent couldn't consent to a sexual act with an adult, that's what the age of consent means. A person who can't consent to sex can't be blamed for it: the adult gets in trouble.
