In fact a CPU is made up of all those things, as well as substantial amounts of RAM in the form of cache memory, plus in many current CPU designs, a memory controller and high-speed interconnect (Hypertransport, QPI, etc) as well. And most of that "biscuit" you are feeling is the packaging required to mount and connect to it - the actual chip is much smaller.
