If you need tires can you still pass the state inspection without bu new tires right away?

Well technically yes because that's part of the visual inspection. The technician just clicks the mouse on yes or no. It's not like the emissions part that's wired into the states system to detect emission levels. If your friend owns the shop then you're in.
