This person is not okay just being friends - he/she likes you! Of course, since you've obviously made it clear that you only want friendship their logical side (the brain) recognizes that it is better to accept that and stay friends than lose you altogether. They can't let it go though because the less logical side (the heart) keeps hoping against hope that you will change your mind. I am assuming this is a fairly recent development. If I were you, I would give it a bit of time to allow him/her to adjust to the idea of being only friends. Eventually, they will more than likely lose the "other feelings" they have for you.

They need time to adjust to the thought. Try not talking to them for a while even if they bug you. Just ignore them. Then start talking to them via text message or email or something. The most important thing is to give it time.
