Sorry,it is the 1982 Cavs... 24 in a row.
According to several Web sources....
The (Vancouver) Grizzlies in 1995-96 and the (Denver) Nuggets in 1997-98 each lost 23 games in a row.
However, the Cleveland Cavaliers lost 24 games in a row spanning the 1981-1982 and 1982-1983 seasons.
