There is no testing procedure in place for psychic ability that maps the abilities of the general population. Basically an IQ test for psychic ability. Without that, there is no way to compare abilities and no real way to measure the abilities of one person against another. There are several people who appear to display unusual abilities at a high level, but there is so much irrational skepticism along with reasonable skepticism that it is hard to sort out the truth.
