I think they may. I've actually seen questions that I knew were duplicates too; but when I tried to mark them as duplicates the first question (maybe from a day earlier) didn't show up! I think some people may ask the same question shortly after knowing it won't show right away. Just a hunch; don't know for sure.

If the same person asked a duplicate, then I'd say yes. But there are new people joining every day and it's pretty hard to know what has been asked on here and even harder to know exactly how it was asked. The function showing previously asked relating questions don't function properly, in my opinion. When people start going on about duplicate questions I think they should just keep in mind that nobody knows all the questions that have been asked on here. You can try as hard as you want, to prevent asking a duplicate question, but it's going to happen at some time. It's not always done on purpose.
