If it is an old cathode-ray-tube TV this generally indicates that said CRT is failing. Not sure what particular ailment this would indicate in a more modern (slimmer) TV, however does seem worrying.

You're reading My tv set is showing some unusual colours. Somtimes red or sometimes green. Picture is there but with red or green colour overlap. Can you help me plz.
