  • False. Congress has to pass a bill in order for the President ot sign it. If he had such power, we wouldn't need Congress.

  • The President could stop a bill from passing by vetoing it. However, unless the House and Senate pass a bill, he has no power to pass it on his own. At least, none that I know of. Good question. +5
  • Thank goodness no! Considering it passed the house very un-bipartisan there's still hope that it won't pass the senate as easy.
