No... that isn't adequate in most instances, and I think it does come across as insincere. Either that you aren't really sorry, or that you don't think what you did was bad in the first place. If its one of those occasions when you made a little mistake, of no consequence, and nobody was hurt, inconvenienced or offended by it, like if you got something trivial wrong, then its ok - but its only ok because a full apology is not required.

I think it's become the new "sorry", said in a low voice, so few can hear. While they may be sincere, it's NOT the same as "I'm sorry for...", or "I apologize for...". You kind of have to decide whether you wish to accept it or not. And if you don't, how you will deal with it. It SHOULDN'T start a fight, since they MAY be sincere, but you can state that you don't believe it sounds near as sincere as a real "I'm sorry".
