Can a 10 year old felony 4 conviction be re-opened with new documentation proving that the arresting cop lied and submitted false reports? What type of lawyer would handle this kind of case?

If you have new evidence that absolutely....absolutely proves your accusations against the police officer, then by all means contact a lawyer, preferably the original that handled this case in the beginning. this attorney already knows the facts of the case. most any criminal case can be reopened with new evidence. end
