When did prisons switch from black and white stripes to fluorescent orange jump suits?

There wasn't a day all of them switched. Most saw that the fluorescent ones were better because you could sport the prisoners better and slowly most prisons changed.

They also need some change right? How one person in the prison for 35 years wear the same color everyday?

so they are not hit by a car doing road duty and if escape can find them better. +5
