First of all, female dogs do not menstruate or have "periods". They go into "heat" or "estrus". Second of all, getting your dog spayed and not allowing her to have a litter will afford her many health benefits such as preventing some cancers.

Best age to breed is the second heat cycle after she turns 18 months of age. Dogs never stop going into heat. I've had newfoundlands still cycling away at 10-12 years of age. It's best to use that time to check your dog's health with vet exams, X-rays and heart checks,and some showing in confirmation classes to see if your dog is good enough for breeding and also trying to find a suitable stud dog if she's found to be worth breeding. Better yet is to just not breed a dog that is less than ideal for it's breed standard and enjoy it as a loved pet. Breeding is expensive, time consuming and not to be taken without much research and study.
