Not really, because sometimes people refer to a fag as a bundle of sticks or a cigarette. Nigger doesn't really have any alternate meaning.

It is not pleasant used in that context but in the UK it means a cigarette, it has nothing to do with being Gay.

It is simply not as mean as the n-word. It should be treated as we treat other words that are cruel but to my mind the n-word reigns supreme as a way of verbally harming someone with a single word.

Perhaps, but I don't see that happening soon. I hear it several times a day. Until teenage boys become less uncomfortable with the thought of homosexuality, it'll be used just as any other profanity, despite the fact that it /is/ highly offensive, and carries a lot of emotional baggage for some.
