You already know the answer to your question. After all you have two dogs on the same diet, one has 'skunk' urine the other doesn't, something is 'wrong'. Its time to take the one with the skunk urine to the vet, have him checked over things like canine diabetes can change the scent of a dogs urine. So too can urinary tract infections, urinary tract polyps/cysts. Liver problems, bladder problems, kidney problems, if he is not fixed then reproductive issues. I would strongly suggest you take the dog in for at the very least a physical, bring this issue up with the vet. Mind medications, foods, and lack of drinking water (The dog not drinking water) can also affect urine 'strength'. So keep track of things like this and have a list when you see the vet.
