Regular bulbs emit mostly red- far red light waves; plants use red and blue/ violet waves - at each end of the light spectrum. Red is used more by the plant during flowering. Green is in the middle of the spectrum and is reflected by the leaves which is why they appear green. Flourescent tubes emit waves much more usable to plants and don't get as hot so they can be placed closer to the plants.
