Help answer this question below.

I am aware that once enrolled it is illegal not to vote, but (for Australia) is it illegal not to enrol to vote? linking to the appropriate legislation would be greatly appreciated

    Yes. Failure to register to vote is an offence under the Commonwealth Electoral Act 1918.
