Why do I have to jiggle the toilet handle to keep it from running? Is the chain too small or too short?

I'm going to guess that the flapper (seals the hole that the water goes into) is no longer sealing properly. They do wear out. Try replacing that: it's an easy replacement and see if that solves the problem.
