A frozen block of petrol could not burn for two reasons. 1. Only gaseous petrol burns well because then it is surrounded enough by oxygen. If you have a liquid that is heated up you would have enough gaseous molecules for it two burn. 2. The second reason is that cold petrol won't burn because there is not enough activation energy supplied by thermal energy.
