A particular building management may have such a policy, enforced only by building security. Traditionally it has been because bored kids like to play elevator tag. There are also some one-of-a-kind safety hazards involving very young children who somehow, sometimes, get past elevator safety mechanisms. http://www.vosizneias.com/37510/2009/08/30/williamsburg-ny-child-down-elevator-shaft-2/ Actual laws, if any, may vary from locale to locale.
