Because one of our welfare programs supplied them with it. They do that where I live! They actually get free cellphone and monthly minutes!

Just because they are refugees doesn't necessarily mean that they are all poor people. Some of them must have money of some kind and could have purchased a cell phone.

Why wouldn't they? Refugees aren't refugees because they are impoverished. They are refugees because they are escaping something - be it war, famine or political persecution...
