Reported refers to notifying the police. When they conduct these studies, they also check places like emergency rooms though of course in the end it is still an estimate.

i guess it's just an estimate. sometimes people will come forward after it is too late to do anything about their rape or they will talk publicly about it but not report it to police.

What Derf said, plus surveys of people, men and women. People will usually tell the truth in an anonymous survey. That is why they say that other figures are usually low. It takes time, even for people who are completely innocent, to own up to the shame of being raped, years, 10s of years and sometimes never.
