What I can tell you is that he blew through much of the treasury with his extravagant building projects - including a marble stable for his horse. For the public, he managed to repair some roads and begin construction on two aquaducts. His personality was despotic - no one dared cross him for fear of being murdered. After a relatively peaceful and prosperous reign his first year, he became increasingly unhinged, and demanded to be worshipped as a god. He ultimately was assassinated by a member of the Praetorian Guard.
