    i think it means that since the fools dont really think of what they are about to do they are certain. the wise are always taking precautions so they have doubts.

    William Butler Yeats wrote what is arguably the greatest poem of the 20th century. The poem title is "The Second Coming". A key line in the poem is:

    "The best lack all conviction, while the worst
    Are full of passionate intensity".

    That is the same sentiment that you have noticed. The anti-enlightenement reached its zenith in the early 20th century. The movement destroyed classical epistimology, and asserted that logical certainty was an arbitrary social convention created to confuse and oppress the unmotivated and uneducated. Your quote is a slogan that describes this destructive social movement. It matters more than you might think. Check out current American politics to see how bad it can be.
